The Management Services Department provides specialist support to Government institutions by developing, reviewing, and improving operational structures, systems, standards, and processes to enhance productivity, efficiency, accountability, and public service delivery. Its work covers organizational design and development, systems review and re-engineering, public service reforms, applied research, job evaluation, workload analysis, business process re-engineering, establishment control, and development of job descriptions and schemes of service.
The Department is structured into three divisions: Organizational Design and Development, Systems Review and Re-engineering, and Public Service Reforms and Applied Research. It has achieved major milestones including harmonizing structures and job descriptions across Ministries, Agencies, Local Governments, hospitals and councils; supporting RAPEX implementation; finalizing schemes of service for various cadres; undertaking job evaluation; and developing reform models and training programmes for Management Analysts.
